History


In May 1992, the Fuyang County Party Committee and the County Government established economic development zones, including Fuchun Bay Development Zone, Yinhu Comprehensive Development Zone, Fuyang County Gaoqiao Industrial Development Zone and Fuyang Peasant City "Three Districts and One City". In November 1993, the Fuchunjiang Economic Development Zone in Fuyang County was approved as a provincial economic development zone by the provincial government and became the first batch of provincial economic development zones in Zhejiang; in December 2005, it was retained as a provincial development zone by the National Development and Reform Commission and was renamed Zhejiang Fuyang Economic Development Zone; In 2010, according to the unified deployment of the Provincial Party Committee and the Provincial Government, Zhejiang Fuyang Economic Development Zone was integrated into a large pattern of "one district and six cities": one district refers to the development zone, and the six cities are the Yinhu Science and Technology New City, Dongzhou Sports and Leisure New City, Lushan New City, Jiangnan New City, Xindeng New City, Changkou New City. On October 13, 2012, with the approval of the State Council, Fuyang Economic Development Zone was upgraded to a national-level economic and technological development zone and renamed Fuyang Economic and Technological Development Zone. In July 2013, the Fuyang Municipal Party Committee and the Municipal Government re-adjusted the jurisdiction and functional positioning of the development zone, and integrated and upgraded it to "one district and six cities", namely the 7.41 square kilometer main block approved by the State Council, Yinhu New City, and Dongzhou New City , Lushan New City, Jiangnan New City, Xindeng New City and Changkou New City. In July 2017, the Fuyang District Committee and the District Government further adjusted the jurisdiction of Fuyang Economic and Technological Development Zone to Yinhu New District, Dongzhou New District, Changkou New District and Xindeng New District. In October 2017, with the approval of the Hangzhou Municipal Government, the Fuyang Economic and Technological Development Zone Management Committee was upgraded to the deputy bureau-level unit of Hangzhou. In April 2020, the Fuyang District Committee and the District Government decided that Fuyang Economic and Technological Development Zone will take over the Jinqiao Industrial Function Zone, Lushan Industrial Function Zone, Huanshan Industrial Function Zone, and Higher Education Park as the direct jurisdiction of the development zone, with a jurisdiction area of 106.04. Square kilometers.


Development Area


In July 2019, the General Office of Hangzhou Municipal Government issued the "Hangzhou Industrial Development Orientation Catalogue and Industrial Platform Layout Guidelines (2019 Edition" document, integrating the city’s 142 industrial platforms into 35 platforms, Fuyang District retains the Fuyang Economic and Technological Development Zone platform. According to the notice issued by the Zhejiang Provincial Committee of the Communist Party of China and the People’s Government of Zhejiang Province on the "Guiding Opinions on Integrating and Upgrading Various Development Zones (Parks) in the Province" requires that in December 2020, a new development zone integration and improvement plan (to be approved) will be formulated. The planned area of the whole district is 103.22 square kilometers, mainly including Yinhu New District, Dongzhou New District, Jiangnan New District, Changkou New District , 5 blocks in Xindeng New District.


Organization Structuring


In October 2017, the Fuyang District Government issued the "Regulations on the Main Responsibilities, Internal Institutions and Staffing of the Management Committee of Fuyang Economic and Technological Development Zone", which determined Fuyang Economic and Technological Development Zone to be the Fuyang District Government The dispatched agency is managed as a direct and deputy bureau-level agency of Hangzhou City. It is authorized by the Fuyang District Government to be responsible for the development, planning, construction and management of the development zone. It has 7 internal institutions of comprehensive office, business investment service bureau, business investment service bureau, economic development bureau , Planning and Construction Bureau, Land Management Bureau, Finance Management Bureau. There is one institution under the management committee, namely, Fuyang Economic and Technological Development Zone Investment Service Center.


General Situation of Development


Since its establishment, Fuyang Economic and Technological Development Zone has been acting as the main platform, main force, and main engine for the county’s economic and social development. As of the end of 2020, the district has 275 industrial enterprises above designated size, including 3 listed companies,2 companies with an annual value over RMB 10 billion and 8 companies with an annual value over RMB 1 billion, have achieved a total industrial output value of 19.94 billion yuan, including the security industry leader Dahua Co., Ltd., the leading e-commerce company JD Group, and China's leading API manufacturer Hisun Pharmaceutical industry, Fortis Group and Fuchunjiang Group, the top 500 competitiveness of Chinese private enterprises, as well as a number of high-growth innovative companies such as Guozi Robot, Tunan Electronics, and Xiongmai Integration. The development zone directly governs the five new districts of Yinhu, Dongzhou, Changkou, Xindeng and Jinqiao, with a planned area of 106 square kilometers. The five new districts have been developed in groups with distinctive characteristics, forming a development pattern of "one main body, two wings and two new districts". Among them, the "one main" is Yinhu Science and Technology City, which is a key area for the development of Fuyang City West Science and Technology Grand Corridor. It focuses on headquarters economy, digital economy, cultural and creative economy, and focuses on the development of artificial intelligence, digital retail and modern service industries. The district focuses on building a new landmark for the development of industry and city. The "two wings" are Dongzhou New Area and Jinqiao New Area. Dongzhou New Area is the core area for Hangzhou to build a "Sanjianghui·Future City". It focuses on the deployment of high-end manufacturing industries such as intelligent manufacturing and intelligent equipment. Station, focusing on the development of the building economy, and actively guiding the transformation and upgrading of the optical communications industry. The "Two New Districts" are the two manufacturing platforms of Changkou New District and Xindeng New District, focusing on the deployment of equipment manufacturing, new materials, biomedicine and other industries.
